ENUMERATE aims to provide a methodology and statistical data on digitisation of cultural heritage in Europe. Three groups are directly involved with the project:

• The project is run by the Project Consortium led by Collections Trust;
• National Coordinators for each EU Member state (and some others not in the EU) act as 'champions' in their countries for ENUMERATE and have a major role in implementing the surveys that the project creates;
• An Advisory Group supports the project, giving their expert views on the project's work.
